Functions

The Directorate General for the Recovery and Resilience Plan and Facility shall perform the following functions:

  • a) Technical support to the Ministries, Autonomous Communities, Local Entities and other entities involved in the design of the Plan, as well as in any modifications to it that may be necessary.
  • b) The proposal of milestones and objectives, as well as the definition of the corresponding indicators established in the plan.
  • c) The monitoring of these milestones and objectives of the plan.
  • d) The proposal of milestones and objectives, as well as the definition of the corresponding indicators that will make up the scoreboard established in the regulations governing the Recovery and Resilience Mechanism.
  • e) The monitoring, preparation and submission of reports for the balanced scorecard.
  • f) Development of the evaluations of the Plan foreseen in the framework of the Recovery and Resilience Facility.
  • g) Monitoring progress with respect to the milestones and targets of the Plan.
  • h) Preparation of the proposals for reports foreseen in the regulations governing the Recovery and Resilience Facility.
  • i) Preparation of proposals for management declarations and requests for payment of the financial contribution and, where appropriate, the loan tranche provided for therein. All of this, on the basis of the results of the checks carried out by IGAE under the terms and conditions provided for in the regulations governing the Recovery and Resilience Facility.
  • j) Technical support to the preparation of the Sectoral Conference of the Recovery, Transformation and Resilience Plan.
  • k) The monitoring of and access to information on the corresponding budgetary modifications in relation to facility 50 of the General State Budget, as well as what is established in the National Plan for Recovery, Transformation and Resilience or in its modifications.
  • l) The communication tasks entrusted to the Member State in relation to the actions of the National Recovery, Transformation and Resilience Plan.
  • m) Technical support for the implementation of systems to ensure compliance with European and national standards of accredited contributions for submission to the European Commission for the application of committed disbursements.
  • n) Monitoring for information purposes and, where appropriate, reporting to the Commission, of any of the obligations established in the European regulations governing the Recovery and Resilience Mechanism in relation to the expenses associated with the implementation of the Recovery, Transformation and Resilience Plan, including those referring to the treatment of possible expenses affected by regulatory breaches, conflict of interest, fraud or double financing. For this purpose, it shall be empowered to obtain the necessary information from any body or entity responsible for taking the relevant measures or carrying out the required controls.
  • ñ) The proposal of the necessary corrective measures to ensure the proper functioning of the management and control system of the Recovery and Resilience Facility.
  • o) The proposal of legislative development and regulation related to the management and control of the Recovery and Resilience Facility.
  • p) Representation within the coordination committees and working groups of the Recovery and Resilience Facility, as well as other committees or collegial bodies, whenever appropriate.
  • q) Any supervisory or verification tasks that may be entrusted by the European Commission to the responsible Authority.
  • r) Coordination with IGAE in order to have continuous knowledge of the controls carried out by IGAE.
  • s) The proposal of any guidelines that may be necessary for the implementation of the plan.
  • t) All actions necessary for the finalisation and closure of the Resilience and Recovery Facility.
  • u) Relations with the Secretariat General of the Treasury and International Finance for the purpose of monitoring and accounting for returns under the National Recovery, Transformation and Resilience Plan.
  • v) Monitoring the implementation of the plan in budgetary terms.
  • w) The proposal for the legislative development and regulation related to the management and management of the transfers and loans received from the Recovery and Resilience Mechanism, as well as the elaboration of the rules for the adequacy of the contributions to the Recovery, Transformation and Resilience Plan that may need to be established where appropriate.
  • x) the negotiation and/or definition of the position of the Ministry of Finance with the European Commission and other institutions of the Regulation of the Recovery and Resilience Mechanism and, where appropriate, of its modifications, without prejudice to the competencies of the Ministry of Economy, Trade and Enterprise.
