Functions

Shall perform the functions set out in the following paragraphs:

• The proposal of milestones and objectives, as well as the definition of the corresponding indicators established in the plan.
• The proposal of milestones and objectives, as well as the definition of the corresponding indicators that will make up the scoreboard established in the regulations governing the Recovery and Resilience Mechanism.
• Development of the evaluations of the Plan foreseen in the framework of the Recovery and Resilience Facility.
• The negotiation and/or definition of the position of the Ministry of Finance with the European Commission and other institutions of the Regulation of the Recovery and Resilience Mechanism and, where appropriate, of its modifications, without prejudice to the competencies of the Ministry of Economy, Trade and Enterprise

And those which, by virtue of its competencies, apply to it in the following paragraphs:

• Technical support to the Ministries, Autonomous Communities, Local Entities and other entities involved in the design of the Plan, as well as in any modifications to it that may be necessary.
• The monitoring of these milestones and objectives of the plan.
• Monitoring progress with respect to the milestones and targets of the Plan.
• Preparation of the proposals for reports foreseen in the regulations governing the Recovery and Resilience Facility.
• The proposal of any guidelines that may be necessary for the implementation of the plan.
• The proposal for the legislative development and regulation related to the management and management of the transfers and loans received from the Recovery and Resilience Mechanism, as well as the elaboration of the rules for the adequacy of the contributions to the Recovery, Transformation and Resilience Plan that may need to be established where appropriate.
