Functions

It shall exercise the functions referred to in the following paragraphs:

• The proposal of milestones and objectives, as well as the definition of the indicators corresponding to them that are established in the plan.
• The proposal of milestones and objectives, as well as the definition of the corresponding indicators that will have to configure the scoreboard established in the regulatory regulations of the Recovery and Resilience Mechanism.
• The development of the Plan ' s assessments under the Recovery and Resilience Mechanism.
• The negotiation and/or definition of the position of the Ministry of Finance with the European Commission and other institutions of the Regulation of the Recovery and Resilience Mechanism and, where appropriate, of its modifications, without prejudice to the competences of the Ministry of Economy, Trade and Enterprise.

And those that, by reason of their powers, belong to the following paragraphs:

• Technical support for ministries, autonomous communities, local authorities and other entities involved in the design of the Plan, as well as any amendments thereto that may be necessary.
• The follow-up of these milestones and objectives of the plan.
• Monitoring progress in relation to the Plan ' s milestones and objectives.
• The preparation of the proposals for reports provided for in the regulations governing the Recovery and Resilience Mechanism.
• The proposal of guidelines that may be necessary for the implementation of the plan.
• The proposal for legislative development and the regulations related to the management and of the transfers and loans received from the Recovery and Resilience Mechanism, as well as the elaboration of the rules for the adequacy of contributions to the Recovery, Transformation and Resilience Plan that may need to be established.
