Introduction
On 2 February 2024, the Spanish e-Cohesion Network was established. Its main objective is to coordinate participants in Spain to meet the requirements of applicable laws on electronic relations between participants and authorities. This coordination aims to optimise the design, implementation, and normal operation of different IT systems. thus, promoting a more agile, transparent, and efficient operation to enhance the effectiveness of cohesion policy. This is particularly important during the programming period, which is governed by the obligations outlined in Regulation 2021/1060 on the electronic exchange of information between beneficiaries, authorities, and the European Commission.
This main objective is supported by several specific objectives:
- Create an inventory of applications that participate in e-Cohesion in Spain;
- Share the concepts and solutions used in building information systems; and
- Ensure the coordinated implementation of each of the 'Funds' milestones, disseminate roadmaps;
Governance
The Network has the following bodies:

The Presidency of the Network, which corresponds to the Directorate General for European Funds, is responsible for the 2021-2027 Partnership Agreement. This role is assumed by the ERDF Sub-Directorate General for Management, which is the Managing Authority of the ERDF. The ERDF has the largest allocation among the Funds regulated by the CPR.

The Standing Committee brings together the various Funds' Authorities, with the European Commission participating in an advisory capacity.
