The Phasing-in Objective of the Structural Funds covers those regions that would have ceased naturally to belong to Objective 1, that is to say, by exceeding the 75% EU-25 community average. It also constitutes the main priority of the European Union's cohesion policy also in the period 2007-2013. 3.4% of Structural Funds credits (that is, 10,385 million euros) are assigned to these regions.
Spain will receive 3,856 million euros for this Objective (37.1% of the total assigned to the Objective) between 2007 and 2013. Three regions of Spain (Castile and Leon, the Region of Valencia, and the Canary Islands) will benefit from these resources. It should be noted that Spain will also receive, for use in the Canary Islands, 44.4% of the total amount of the UPR Fund assigned to those regions that, according to the Treaty, are recognized as ultra-peripheral so that their special handicaps can be addressed. They have been assigned an amount of 981 million euros of which 436 will go to the Canary Islands.
