Cross-Border Cooperation of the European Neighbourhood Instrument

The Cross-Border Cooperation Programme of the European Neighbourhood Instrument has a purpose of coordinating the resources of European Regional Development Fund (ERDF) in a transitory instrument in the form of a specific Operational Program for Cross-Border Cooperation under the Objective 3 of ERDF, developing the cross-border cooperation projects between Spain and Morocco.

This arrangement permits use of ERDF resources in Community territory and, in application of article 21.3 of Regulation (EC) 1080/2006, the execution of up to 10% of this assignment of eligible expenditure generated directly in the territory of countries not belonging to the European Community.

This situation, transitory at its outset pending the definite implementation of the European Neighbourhood and Association Instrument, is now final in view of the impossibility of submitting a joint programme in this period.

The Programme has two areas of cooperation: the Straits (around the AC of Andalusia and the ACs of Ceuta and Melilla) and the Atlantic (with the AC of the Canary Islands). These areas represent the Programme priorities.
