Spain - France - Andorra

The Territorial Cooperation Program Spain-France-Andorra (POCTEFA in Spanish) 2007-2013 is the fourth generation of communal funding support destined to reinforce economical and social integration of the border area Spain-France-Andorra.

Their help focuses in the development of economic, social and trans-border environmental activities through joint strategies for the sustainable territorial development. At the same time this program favours the citizens’ perception of the trans-border area as a unique space and diminish that way the border effect.

 The FEDER funds managed by POCTEFA that the projects receive, involve 65% of their funding. This way, POCTEFA 2007-2013 has 168 million Euros that involve near 243 million Euros of total value of project investments in the territory.

There are 145 projects funded by the Program. These projects belong to the three priority action axles in which the Program is divided:

       • Axle 1: Reinforce the trans-border integration enhancing the value of complements in the field of economic activities, innovation and human capital

       • Axle 2: Enhance the value of the territories, the natural and cultural heritage within a sustainable logic, protect and manage the environmental resources.

       • Axle 3: Improve the towns’ lifestyle through common strategies of territorial structuring and sustainable development.

Among the border areas of Spain, France and Andorra this cooperative program affects the development of almost 147,000 square kilometres of land and the lifestyle of more than 16 million people.

The Job Community of the Pyrenees (CTP in Spanish) was named Management Authority of POCTEFA in 2007. In this context, the CTP is a first level actor European wise in matters of trans-border cooperation and it is first trans-border organization in Europe that manages a European program.
