Multiannual Financial Framework
Since 1988 there have been financial frameworks in which to enter the annual budget. This has meant endowing the negotiation of the budget with great stability and putting an end to the numerous interinstitutional disputes that were a feature of the previous stage.
The Lisbon Treaty decrees that a Council regulation shall fix the Multi-annual Financial Framework, conferring on it a normative status that it lacked previously through responding only to an Interinstitutional Agreement.
