Interreg Atlantic Area Information Session (2021-2027). Third call (Online mode)

The Directorate-General for European Funds of the Ministry of Finance, in collaboration with the Management Authority and the Joint Secretariat, organise, on an online basis, the “Information Session of the Interreg Area Programme 2021-2027. Third Call for Projects”.

The purpose of this Briefing is to clarify doubts about the terms of reference and the submission of project documentation for participation in the third call. It is aimed at all actors interested in participating in projects under the Interreg AT2021-2027 programme.

Relaunch of the 2nd Interreg Atlantic Area Project Call

The Interreg Programme, Atlantic Area, relaunches the second call for projects aimed at governance projects focusing on environmental issues. The call for projects is open from 4 November to 20 December 2024, at 13.00 (Lisbon time).

With an allocation of around EUR 3.75 million from the European Regional Development Fund (ERDF) and a total funding of EUR 5 million, this call presents a significant opportunity to support better coordination between the different political levels and increase the institutional capacity of the Atlantic authorities. Taking into account the ERDF envelope, only one project will be selected.

POCTEFA Eastern Area Beneficiary Seminar

Within the framework of the cross-border cooperation programme POCTEFA, on 5 December, a seminar will take place in the Bital Space of Hospitalet de Llobregat, aimed at all the actors in the public and private sector in the territories of Catalonia, Andorra, Pyrenees Oriental, Arieja and Alta Garona, interested in participating in the forthcoming POCTEFA calls.

The seminar will be attended by representatives of the programme of the Spanish, French and Andorran States, as well as the regions of Catalonia and Occitania and the French Departments of Eastern Pyrenees, Arieja and Alta Garona.

This seminar is intended to explain the convening of the Eastern Mountain Functional Area and will report on the upcoming programme calls planned in 2025. In addition, the different territorial organisations of the Eastern cross-border area of POCTEFA will be presented, as well as those of the Eastern Territorial Committee in each of the territories. Finally, collaborative work will be undertaken with the participants in the various thematic workshops to resolve doubts and improve the presentation of project applications.

Announcement of the third call for projects under the Interreg Atlantic Area Programme

The Interreg Programme, Atlantic Area, is going to launch its third call for projects with an allocation of around EUR 43 million. The call shall be open from 25 November 2024 until 14 February 2025. The thematic priorities of the call are 1 (a more competitive and intelligent Europe), 2 (a greener Europe) and 4 (a more social and inclusive Europe).

Financial seminar for beneficiaries and controllers 1st Call for projects of the INTERREG SUDOE programme (online)

The Directorate-General for European Funds of the Ministry of Finance, in collaboration with the Management Authority and the Joint Secretariat, organise in Madrid, an online modality, the “Financial Seminar for beneficiaries and controllers of the 1st Call for Projects of the INTERREG SUDOE programme”.

FIREPOCTEP+: Interreg Cooperation Day

On 19 September 2024, from 9h30 to 14h00 (Madrid time), the Polytechnic University of Madrid (UPM) will be the scene of a key event for the future of forest fire prevention: the FIREPOCTEP+ day, organised as part of the Interreg Cooperation Day. This meeting will bring together experts from Spain and Portugal with the aim of strengthening cross-border cooperation in the fight against the fires that devastate the forests on the Iberian peninsula.

PRTR Good Communication Practice

The General Secretariat of European Funds will hold a good communication practice event for the PRTR on 25 September from 10:00 to 13:15 in Madrid. We will have specific project presentations of the Recovery Plan and representatives of different management and implementing units of the PRTR.

The event is addressed to PRTR officials and managers, at the 3 administrative levels, as well as communication officers.

The event will take place in the event room of the ministerial complex of "Cuzco", located on the Paseo de la Castellana 162 in Madrid, and will also be broadcast by streaming.

ACT OF CLOSURE OF EDUSI AND LAUNCH OF EDIL PLANS 2021-2027

On 8 and 9 October 2024, the ERDF Conference on Urban Development will take place at the Circo Theatre in the city of Albacete. A great opportunity for dialogue and meeting of the entire Spanish local community.

This event will include, on the one hand, the communication act closing the Sustainable and Integrated Urban Development Strategies (EDUSI) in the period of European funds 2014-2020, which will take place on 8 October and which will present successful projects that have transformed the Spanish municipal reality. This event will start at 10:00 and end at 13:30.

On the other hand, these days will also include the 11th plenary session of the Urban Initiatives Network (RIU), which will be held on 9 October and which will be the starting point for the call for ERDF funds for urban development in the period 2021-2027. This call will finance Integrated Action Plans to be framed within a Local Integrated Development Strategy (EDIL), with the aim of boosting the quality of life of Spanish cities by adapting to the heterogeneous local reality. This day will start at 09:30 and end at 14:00, with the possibility of their online retransmission to facilitate their follow-up to those who are unable to attend in person.

Reopening of the 2nd Interreg Espacio Atlántico Project Call - "The Lighthouse Atlantic Area Governance Project". Until 26 July

The deadline for the submission of projects for the second Call for Projects has been extended. This call is intended for governance projects focusing on environmental issues. The call for projects will be reopened on 1 July and the new deadline is 26 July 2024, at 13.00 (Lisbon time).

This extension is intended to provide all applicants with additional time to refine their proposals, ensuring that they can present their best work. All proposals should be submitted within the new deadline to be taken into account.

Online seminar for beneficiaries of POCTEP projects 21-27.

The Interreg VI-A Cooperation Programme Spain – Portugal (POCTEP) 2021-2027 will hold an online seminar for beneficiaries of the approved projects of the 2nd, 3rd and 4th calls, on 04/07/2024 at 11:30.

The information to be submitted will mainly be the amendment procedure and the financial cycle of expenditure on the COFFEE Interreg platform (recording of expenditure, verifications, validations, operating certifications, etc.). ), as well as Visibility, Transparency and Communication (VTC) information.

The seminar is part of the package of seminars available for projects approved in the latest calls, such as the workshop on access to computer application (held on 29/05/2024), the seminars being conducted by the various Coordination Units on their control systems and the seminar on the eligibility rules of the programme which is expected to take place in September 2024.

I ERDF 2021-27 Information Day on Sustainable Urban Development.

The Presidency of the Urban Initiatives Network (RIU) has agreed on 26 June to hold an information day on the call for ERDF aid for sustainable urban development actions in local authorities, within the programming provided for in Specific Objective 5.1. “Urban” of the Multiregional Programme of Spain in the period 2021-2027.

The day, inaugurated by the Secretary of State for Territorial Policy and the Secretary-General for European Funds, will aim to highlight the policy of cohesion and sustainable urban development, set out the funding opportunities for local authorities that will come with the future call for ERDF aid 2021-2027 and discuss its more specific elements and requirements.

The event will take place from 10.00 a.m. until 14.00 a.m. in the Conference Room of the Cuzco Ministerial Complex, located on the Paseo de la Castellana 162 in Madrid, and will be retransmitted online. Interact III and IV Monitoring Committees chaired by the General Sub-Directorate for Territorial Cooperation in Valencia on 11 and 12 June 2024.

The General Sub-Directorate for Territorial Cooperation has chaired the Interact III and IV Monitoring Committees with the support of the Interact Programme Management Authority, DG Regio, the Valencia Antenna and the Valencia Generality.

These committees have brought an end to one period and the continuation of another, as well as a post-2027 brainstorming. The Interact programme, which dates back to 2002, constitutes an essential programme of support and exchange of experience in territorial cooperation by providing applications, data and tools. During these two days of meetings, Version 2.0 of the Strategic Implementation Document and Version 2.0 of the Work Plan for 2024 have been adopted. Other points have also been reported in the Operational Assessment Terms process to be carried out in 2025, the JEMS financial tool and the Interact Academy.

New calls for projects of the new Instrument for Interregional Investment in Innovation (I3).

The European Commission has opened new calls for projects under the new Instrument for Interregional Investment in Innovation (I3).

The I3 is a new financing instrument under the ERDF, with a budget of EUR 570 million over 7 years, implemented by the Commission under direct management, to support the marketing and expansion of interregional innovation projects in priority areas of smart specialisation.

The calls for projects fall under the two I3 chapters:

- Chapter 1: Financial and advisory support for investments in interregional innovation projects.

To help mature partnerships accelerate their market penetration and develop more innovative solutions in priority areas of smart specialisation, as well as to develop a portfolio of investment projects. Within the framework of this paragraph, collaboration between the more developed and the less developed regions is encouraged. The paragraph is particularly targeted at small and medium-sized enterprises and emerging businesses that often lack the resources to test their ideas, concepts and innovations.

- Chapter 2: Financial and advisory support for the development of value chains in less developed regions.

To help emerging partnerships accelerate their market penetration and develop more innovative solutions in priority areas of smart specialisation, as well as to develop a portfolio of investment projects. This paragraph aims to increase, in particular, the capacity of regional innovation ecosystems in less developed regions to participate in global value chains, as well as the capacity to participate in partnerships with other regions.

2ª Convocatoria de proyectos Interreg Espacio Atlántico - " The Lighthouse Atlantic Area Governance Project”

The second call for projects of the Interreg Atlantic Area Programme is open from 8 April to 31 May (13:00 Lisbon time) 2024, and is specific to Priority 4, Specific Objective 1 of Interreg (ISO 1) 'Better governance for cooperation in the Atlantic Area'.

With an indicative financial allocation of around EUR 3.75 million from the European Regional Development Fund (ERDF) and a total funding of EUR 4.05 million, this call presents a significant opportunity to support better coordination between the different political levels and increase the institutional capacity of the Atlantic authorities. Taking into account the allocated ERDF, only one project will be selected.

Applicants are invited to submit a highly innovative project that amplifies valuable results outside the Interreg bubble, fuelling existing or potential networks or governance initiatives to inspire or influence public policies and decisions, and policy makers. Info Day for the first call for the INTERREG NEXT-MED 2021-2027 programme in Murcia

The DG of the European Union, Ministry of Finance and External Action, together with the Antenna in Valencia for the Western Mediterranean of the Interreg NEXT Programme MED.El Ministry of Finance and the European Information Centre, Europe Direct Region of Murcia organise a day of dissemination about the first call for projects Interreg Next Thursday 11 hours.

The Lighthouse Atlantic Area Governance Project

The Interreg Atlantic Space Programme will shortly be launching its second call for proyectos.Enlace aInterreg Atlantic Area

This call focuses on priority 4 of the programme and is aimed at advancing environmental cooperation and governance in the Atlantic Area region. The overall objective is to provide greater visibility and better assessment of the results of projects, feeding existing or potential networks or governance initiatives to inspire or influence public policies and decisions, and policy makers.

The deadline for the submission of project proposals is expected to be opened by the end of March 2024. The projects for this call must be aligned with the specific objective Interreg (ISO 1): 'Better governance for cooperation in the Atlantic Area', taking into account the specific Terms of Reference that will be available in the near future.

With an indicative financial allocation of approximately EUR 3.75 million from the European Regional Development Fund (ERDF) and a total funding of EUR 4.05 million, this call presents a significant opportunity to support better coordination between the different political levels and increase the institutional capacity of the Atlantic authorities. Taking into account the allocated ERDF, only one project will be selected.

SECOND SUDOE CALL FOR PROJECTS

The second call for projects under the Interreg SUDOE 2021-2027 programme is opened on 26 February 2024 and will be open until 31 May.

The call is open to the three priorities of the programme: Preserving natural capital and strengthening adaptation to climate change in SUDOEM (specific objectives 2.4, 2.5 and 2.7), promoting social cohesion and territorial and demographic balance in SUDOE through innovation and transformation of productive sectors (specific objectives 1.1 and 1.4), and promoting social cohesion and territorial and demographic balance in SUDOE, 4.6 and innovation through innovation through SUDOE.

The main innovation is the opening of a new specific objective, Objective 4.1, which aims to improve the efficiency and inclusiveness of labour markets and access to quality jobs through the development of social infrastructure and the promotion of the social economy, in order to make rural areas more attractive and able to retain the population better.

Interreg SUDOE cooperation programme. Seminar in Santander for the second phase of the first call for projects Sudoe 2021-2027: 18 and 19 September

The second phase of the first call for projects of the SUDOE programme is open from 18 July to 11 October 2023 (noon, 12:00:00, local time of Santander/mainland Spain). For this reason, a two-stage seminar has been organized, to be held in Santander on 18 and 19 September.

Last July, the Follow-up Committee decided, by written consultation, on the 144 applications received at the end of the first phase of the first call, 71 of which have been authorised to move to the second phase. The 144 nominations are available:on this link

Interreg SUDOE cooperation programme. Launch of the second phase of the first call for projects Sudoe 2021-2027. 71 projects are allowed to move to the second phase.

WestMED 2023 project awards

The WestMED Initiative, with the support of the European Commission, aims to achieve a safer and more protected maritime area, to create a smarter and more resilient blue economy, as well as to improve maritime governance in the Western Mediterranean.

WestMED has just launched the 2023 edition of its Project Awards. All information relating to this 2023 edition of the WestMED Awards can be accessed through the link below.

Three online seminars for potential beneficiaries of SUDOE 2021-2027 projects

Following the launch seminar of the Interreg VI-B Sudoe 2021-2027 programme, held in Santander on 25 and 26 January, and in order to advise and resolve possible doubts regarding the preparation of project applications, three thematic sessions of '60 minutes with Sudoe', on-line seminars, aimed at potential beneficiaries, will be organised. The doubts will be resolved both by the team of the Joint Secretariat and by the representatives of the National Programme Authority.

The Interreg SUDOE Programme Management Authority recruits a project manager within the Joint Secretariat. Open call for projects. New Instrument for Interregional Investment in Innovation

The European Commission has opened a new call for projects for Chapter 2b of the new Instrument for Interregional Investment in Innovation (I3), the deadline for submitting applications is 15 December 2022 to 16 March 2023.

It is reported that an “I3 Info Day” briefing has been held on 19 January 2023, to which potential stakeholders are invited. The registration for participation shall be made through this link.

This I3 call has a budget of EUR 7 million. The documentation is contained in this link.

The I3 is a new financing instrument under the ERDF, with a budget of EUR 570 million over 7 years, implemented by the Commission under direct management, to support the marketing and expansion of interregional innovation projects in priority areas of smart specialisation.

This call for projects falls under Chapter 2b of I3:

Chapter 2: Financial and advisory support for the development of value chains in less developed regions.

Chapter 2b seeks to test new approaches to developing the capacity of regional innovation ecosystems in less developed regions, to participate in value chains as well as alliances with other regions that may result in subsequent participation in subsequent calls for chapters 1 and 2a.

Approval of the Cooperation Programme “Interreg VI-B NEXT Mediterranean Sea Basin (Interreg NEXT MED)”

On 12 December 2022, the European Commission approved the Interreg NEXT MED cooperation programme for the period 2021-2027, financed through the European Regional Development Fund, the Instrument for Pre-Accession Assistance and the Neighbourhood, Development Cooperation and International Cooperation Instrument - Global Europe, within the framework of the European territorial cooperation objective (Interreg). This cooperation programme, successor to the previous ENPI 2007-2013 and ENICBCMED 2014-2020, includes as eligible area the territories of Greece, Spain, France, Italy, Cyprus, Malta and Portugal, as well as of Algeria, Egypt, Israel, Jordan, Lebanon, Palestine, Tunisia and Turkey, and will finance smart Mediterranean cooperation projects under the first policy objectives (“Green Mediterranean”).

Approval of the European Territorial Cooperation Programme Interreg VI-B South-Western Europe – SUDOE 2021-2027

Last Tuesday, 13 December, the European Commission approved, by Implementing Decision C(2022) 9610 final, the Interreg VI-B South-Western Europe – SUDOE Cooperation Programme for the new programming period 2021-2027. The Interreg SUDOE Programme shall promote transnational cooperation in the south-west of Europe, focusing on the themes associated with its two main strategic orientations: ‘preserving natural capital and strengthening the adaptation to climate change of SUDOE’ and ‘strengthening the social cohesion and territorial and demographic balance of SUDOE through innovation and endogenous development’ through certain specific objectives set out in the second key policy objectives (“Sustainable development”).

Four innovative and social projects awarded at the annual ERDF Funds communication event in Spain

Four innovative and social projects were awarded by the General Secretariat of European Funds of the Ministry of Finance and Public Service in the latest edition of the event recognising the best communication practices of ERDF Funds (European Regional Development Fund).

In the framework of the ‘Annual Act of Regional Policy and European Funds in Spain 2022’, more than 270 professionals from the various Spanish public administrations, experts in the management and communication of projects financed by the European Union, met in Madrid, in the auditorium of the Ministry of Foreign Affairs, reconvened in person after the last two editions carried out virtual by the pandemic.

The opening of the event was attended by the words of Caroline Callens, Head of Unit of the European Commission's Directorate-General for Regional and Urban Policy, and Mercedes Caballero, Secretary-General for European Funds, who stressed the importance of bringing to society the impact of the funds on improving the quality of life.

The prizes were awarded by three finalist projects in each of the four categories.

In the category of ERDF Regional, the winner was the FoodRation4All project “Nobody without their daily ration”, with the support of the Valencian Community. It is an initiative aimed at putting an end to the 'starvation queues', and it consists of the digitisation of a system of donations to the Food Banks in Spain, thereby favouring the social inclusion of people in need of food aid. In this case, the company received a loan of EUR 232,500, co-financed at 50% by the ERDF. He collected the trophy of Kilian Zaragoza, CEO of FoodRation4All.

In the category of AGE POPE (Multiregional Operational Programme of Spain), the prize was awarded to the High Sensitivity Molecular Image (IMAS) project, an initiative of EUR 7.5 million, cofinanced 50% with ERDF funds through the FID SALUD Programme of the Ministry of Science. This new equipment will improve the diagnostic certainty and the assessment of the response to the treatment of different pathologies. They took up the Irene Torres prize, a specialist in hospital radiophysics at the University and Polytechnic Hospital of La Fe, and Aida López, the manager of the technical office of IMAS.

In the category of Municipal Councils POPE, the City of Salamanca awarded the prize for its urban gardens project, on the banks of the river Tormes, which is one of the largest green lungs of the city: 100,000 m2 with 617 urban gardens. He received the trophy Raúl Martín, Communications Officer of EDUSI TORMES+.

Finally, in the category of Territorial Cooperation, the MOAI LABS project, supported by the Interreg Sudoe Programme, focused on combating unwanted loneliness in the elderly, seeks to establish the first transnational European laboratory dedicated to R&D&I against unwanted loneliness. Raquel Losada, responsable de I+D, y María José Hernández, responsable de Proyectos, ambas de Fundación INTRAS, recogieron el premio.

During the event, the winners of the last two years also gathered their trophies. In 2021, it was for the Gliders Scientific Equipment and Fleet Acquisition Project for Research in the Mediterranean, in the Balearic Islands. And in 2020 it was for the project of the City of Quart de Poblet (Valencia) of urban regeneration of Trafalgar Street and Villalba de Lugo Avenue.

Launch event of the SUDOE 2021-2027 programme on 25 and 26 January 2023 in Santander (classroom mode)

The authorities of the Interreg VI-B Sudoe 2021-2027 programme will present the new programme on 25 and 26 January 2023 in Santander, which will take place at the Festival Palace in the city.

All the authorities of the programme will participate in the presentation of the new programme, from the challenges to the expected results, through practical aspects and advice for the submission of project applications.

During the event, it will be possible to contact other beneficiaries and exchange views with participants and assistants, thus facilitating the identification of potential partners and the formation of project partnerships.

The Directorate-General for European Funds of the Ministry of Finance and Public Service, as the Spanish National Authority, together with the Joint Secretariat of the INTERREG SUDOE programme, organise two online briefings to present the themes of the SUDOE 2021-2027 programme.

The European Commission approves the European Territorial Cooperation Programme Interreg VI-D Madeira — Azores-Canary Islands (MAC).

The European Commission has communicated Implementing Decision C(2022) 6877 approving the Cooperation Programme ‘Interreg VI-D Madeira – Azores – Canary Islands (MAC)’ to be eligible for support from the European Regional Development Fund under the European Territorial Cooperation Objective (Interreg) in Spain and Portugal, with the participation of the neighbouring countries Cape. The Programme shall finance in its successive calls for cooperation actions in line with the Programme's guidance under its four Priorities, referred to as “a more competitive and intelligent Europe”, “a greener Europe”, “better governance in cooperation” and “a safer and more protected Europe”.

Launch of the POCTEFA 2021-2027 Eastern Area Functional Mountain Area Expression of Interest.

The Eastern Mountain Functional Area of the POCTEFA Programme has just launched a Demonstration of Interest aimed at identifying the lines of action and territorial strategies for socio-economic promotion of the cross-border territory of the Pyrenees.

This Expression of Interest is part of the POCTEFA Cooperation Programme 2021-2027, which provides for an ERDF envelope of 243 million for the coming years. It is a European cross-border cooperation programme created to promote the sustainable development of the border territory between Spain, France and Andorra and represents the sixth generation of Community financial support aimed at strengthening the economic and social integration of this area. POCTEFA co-finances cooperation projects designed and managed by actors from both sides of the Pyrenees.

The eligible functional area comprises the territories of the Val d'Aran, the counties of Pallars Sobirà, Pallars Jussà, Alta Ribagorça, Alt Urgell, Cerdanya, Berguedà, Ripollès, Garrotxa and the Pirenaico massif of Alt Empordà. As a cross-border programme, it also includes Andorra and some areas of the French state of the Eastern Pyrenees, Ariège and Alto Garona.

TRAINING PLAN DGFE- REGULATIONS 2021-2027 (EDITION III).

A course on ERDF Regulations 2021-207, Regulation of Common Provisions (Regulation (EU) 2021/1060) and ERDF Regulation (Regulation (EU) 2021/1058 has been included in the Training Plan 2022 of the Directorate-General for European Funds.

The third edition of the course will be held on 18, 20, 25 and 27 October. The course will be in online format and no certificate of attendance will be issued.

POCTEFA 2014-2020 RESULTS PRESENTATION EVENT. ON-LINE AND ON-LINE. 4 and 5 October in Bilbao.

The INTERREG V-A Spain-France-Andorra Programme (POCTEFA 2014-2020) holds its performance event on 4 and 5 October 2022 at the Euskalduna Palace in Bilbao.

The European Commission has officially approved the Interact IV-C 2021-2027 programme.

On 27 July 2022, the European Commission officially adopted the Interact IV-C cooperation programme for ERDF assistance under the European territorial cooperation objective (Interreg) in all Member States and in Norway and Switzerland for the period from 1 January 2021 to 31 December 2027, as presented in its final version on 20 June 2022.

The maximum amount of ERDF aid for the programme is set at EUR 45 000 000.

The new Interact programme, through its four offices in Turku, Valencia, Vienna and Viborg, maintains its main mission, facilitates cooperation and supports the exchange of ideas and best practices between European cooperation programmes. Interact also maintains its unique role of working with the Interreg programmes to promote the collective achievements of Interreg in the broader context of cohesion policy.

The Interact programme has identified five operations of strategic importance, which help define the programme in 2021-27:

• Harmonised implementation tools (HIT).

• Harmonized Monitoring System (JEMS) for Interreg programmes in 2021-27.

• The Interreg portal (INTERREG.EU).

KEEP.EU. The only source of aggregate data on programmes, projects and partners (beneficiaries) of Interreg cooperation within and outside Europe.

On 5 July 2022, the European Commission officially adopted the ‘Interreg Europe’ cooperation programme for funding from the ERDF, within the framework of the European territorial cooperation objective (Interreg) in all Member States and Norway and Switzerland for the period from 1 January 2021 to 31 December 2027, the final version of which was submitted on 25 April 2022.

The Interreg Euro-MED Programme launches its 2nd Call for Projects. On this occasion, focusing on thematic projects focusing on the Priorities of the Programme “A Greener and Innovative Mediterranean” and the following Specific Objectives:

1. A more innovative Mediterranean:

1.1. Developing and improving research and innovation capacities and adopting advanced technologies'.

2. A greener Mediterranean:

2.4. 'Promoting climate change adaptation and disaster risk prevention, resilience, taking into account ecosystem-based approaches';

2.6. 'Promoting the transition to a circular and resource-efficient economy';

2.7. 'Improving the protection and conservation of nature, biodiversity and green infrastructure, including urban areas, and reducing all forms of pollution'.

The call addresses three types of projects: study, test and transfer.

Public consultation of the European Territorial Cooperation Programme Interreg SUDOE 2021-2027.

From 13 June until 4 July, the deadline for the public consultation of the draft European Territorial Cooperation Programme Interreg SUDOE 2021-2027, which was previously referred to the European Commission for approval, is open, in accordance with the indications contained both in the Common Provisions Regulation (EU 2021/1060) and in the INTERREG Regulation (EU) 2021/1059. This consultation allows the Programme authorities to collect comments received up to the deadline of Monday, 4 July 2022.

The Interreg SUDOE 2021-2027 programme is a transnational cooperation programme, which is the natural continuation for the period 2021-2027 of its previous editions 2007-2013 and 2014-2020, the latter still with projects in progress. The Interreg SUDOE Programme 2021-2027 is the result of the agreement reached between the Spanish, French, Portuguese and Andorran states, to finance projects in the Political Objectives 1-a more competitive and intelligent Europe, 2-a greener Europe, and 4-a more social and inclusive Europe, as set out in the ERDF Regulation (EU 2021/1058), and in the Specific Objective Governance Regulation Iso-2021.

2nd Interreg Euro-MED Call 2021-2027. Thematic projects.

The Interreg Euro-MED Programme, in collaboration with the Ministry of Finance of Cyprus, will organise on 23 June 2022 an information session on the 2nd call for thematic projects for the period 2021-2027. The event will be held in Limassol, Cyprus, and will be web-broadcast.

The objective of the event is to inform potential partners about what the Programme expects in terms of project content, project eligibility, quality issues, as well as the application process, among others.

To facilitate the search for potential partners, an application will be provided during the event. In the meantime, the next forum created for this purpose could be used.

Both the terms of reference of the call and the other documents related to it will be published on the Programme's website in advance.

The estimated opening and closing dates of the call are the end of June and mid-October 2022, respectively. In any case, further details will be given during the event.

Workshop on 'Competitive support and biodiversity: LIFE Programme, INTERREG (ERDF) and Operational Projects (EAFRD)'.

The Conference on Competitive Support and Biodiversity: LIFE, INTERREG (ERDF) and Operational Projects (EAFRD) will be held on Tuesday, 7 June 2022, from 9:00 to 14:30. It shall have a dual format: in-person and live transmission.

The on-site event will be in the Conference Room of the Ministry for the Ecological Transition and the Demographic Challenge, in Madrid, and for those who prefer to attend in a virtual way, you will be provided with the connecting link one day before the day. In both cases, it is necessary to register beforehand, using the following registration form.

We attach the agenda of the day, organized by the Network of Environmental Authorities and the Sub-Directorate of Terrestrial and Marine Biodiversity, within the framework of the RAA Nature and Biodiversity Working Group: Financing of the MAP in the period 2021-2027, which they jointly coordinate.

On this day we will try to address and transmit the different types and characteristics of the existing aid in the different EU Programmes and Funds, which have biodiversity as a direct or indirect objective, and which are accessed through competitive competition. The European Commission has officially approved the Interreg Euro-MED Programme 2021-2027.

On 1 June 2022, the European Commission officially adopted, with the signing of the approval decision, the Interreg Euro Mediterranean (Euro-MED) Transnational Cooperation Programme for the period 2021-2027.

The Interreg Euro-MED Programme consists of 69 regions from 14 countries on the north bank of the Mediterranean, of which 10 are EU Member States and 4 are IPA countries (Instrument for Pre-Accession Assistance). The Spanish participation covers the following territories: Andalusia, Aragon, Balearic Islands, Castilla la Mancha, Catalonia, Extremadura, Community of Madrid, Murcia, Valencia, Ceuta and Melilla.

With the aim of 'making the green transition in the Mediterranean a reality', the Euro-MED Interreg Programme will promote progress towards a climate neutral and resilient society for the benefit of its citizens. In particular, the Programme will co-finance and support the development and implementation of cooperation projects to strengthen the sustainable and innovative economy, protect, restore and improve natural heritage, promote green areas, and strengthen sustainable tourism.

In this way, over the next seven years, work will be done to achieve a smarter, greener Mediterranean region as well as to improve governance among its actors, in line with the European Commission's priorities and objectives for cohesion policy.

Public consultation phase of the European Territorial Cooperation Programme Interreg NEXT MED.

Since last Friday, 29 April, the European Territorial Cooperation Programme Interreg NEXT MED has been subject to public consultation prior to its submission to the European Commission for final approval, in accordance with the indications contained both in the Common Provisions Regulation (EU 2021/1060) and in the Delegated Regulation on the European Code of Conduct on European Investment Partnerships (EU) No 240. Through this consultation, the Programme Authorities will respond to any comments received up to the deadline of Tuesday, 31 May.

The Interreg NEXT MED Programme is a transnational cooperation programme which will finance projects involving 15 Mediterranean countries, both EU and third countries, and which is the natural continuation for the period 2021-2027 of its predecessors ENPI CBC MED (2007-2013) and ENI CBC MED (2014-2020), the latter with its projects currently being implemented. In the new period 2021-2027, the Interreg NEXT MED programme will finance projects under both Policy Objectives 1, 2 and 4 set out in the ERDF Regulation (EU 2021/1058) and the Specific Objective Interreg ISO1 set out in the Interreg Regulation (EU 2021/1059).

Call for proposals: “Capitalization actions for approved projects” POCTEP.

The Monitoring Committee of the Spain-Portugal Interreg Programme (POCTEP) 2014-2020 approved on 20/04/2022 the bases for the sixth call for POCTEP 2014-2020.

The general characteristics of the selection procedure are as follows:

• Open to all Programme investment axes/priorities.

• The date of commencement of the eligibility of expenditure is 01/01/2021, although the proposed capitalisation actions may not be physically completed or fully implemented before the date of submission of the expenditure.

• The deadline for project implementation will be 30/06/2023.

• The deadline for submission of applications shall begin on the date of publication of these bases and end on 16 January 2023 at 14:00 (Spanish Peninsular Time).

The Junta de Andalucía, through the Three Cultures of the Mediterranean Foundation, has launched a call for the First Edition of the Mediterranean Awards.

Call for proposals: 'Support for local initiatives of the New European Bauhaus'

On 30 March, the European Commission (DG REGIO) launched a call for competition with the aim of launching the New European Bauhaus

It is aimed at small and medium-sized local authorities, it will select inspiring projects that promote the three values of the European New Bauhaus: Sustainability, Aesthetic and Inclusion.

Closure of the European Territorial Cooperation project PANORAMED Face-to-face/Online format.

The Directorate-General for European Funds of the Ministry of Finance and Public Service, as the leader of the PANORAMED project, is organising the closing event of the PANORAMED project on 6 April 2022 in Madrid, Spain. Paseo de la Castellana, Salón de Eventos between 9:00 and 16:30, according to the next agenda.

After five years of work, in an innovative, complex and ambitious project, carried out in cooperation with 21 partners from 12 Member States, this project has benefited from the collaboration of the European Union and other relevant institutions in the Mediterranean.

The event, in a hybrid format (on-site and online), will bring together all the protagonists who have cooperated and collaborated in these years. It aims to share and disseminate the results achieved by PANORAMED on the basis of governance in the maritime and coastal sustainable tourism sectors; maritime safety and surveillance and the deployment of innovation ecosystems, all in favour of the development of the Blue Economy in the Mediterranean.

This pioneering experience in governance will lay the foundations for the work to be carried out in the future specific ISO1 objective in the next period 2021-2027 in territorial cooperation in the Mediterranean.

Closing event: RAIA TERMAL Project

'1 destination, 2 countries'. That is the slogan of the RAIA TERMAL project, which comes to an end and brings results on 16 December in Melgaço, Portugal, in a session that can be followed by streaming.

The project has based its activities on the promotion of natural thermal resources and on the joint structuring of management and marketing initiatives creating a single thermal destination in the cross-border area between Galicia and Northern Portugal. In this way, by developing termalism and favouring quality tourism, the project has contributed to dynamising the economy of the Euroregion.

Among the actions of the project are the recovery of river spaces, the conditioning of hiking trails, the management of spas and the recovery of infrastructure, the holding of events such as the Congress of Termalismo, as well as the creation and marketing of tourism products.

INTEGRA@TENCION: Final project event

'We believe that every person must, if he wants to, be able to continue living in his or her home'. This is the maxim of the Integrr@tencion project, which encourages the scaling of products and services for independent living, with the aim of enabling elderly people with dependency, disability or chronic illness to be cared for in their homes even to the end of their lives if they so wish.

A Spanish project co-financed by the European Regional Development Fund ERDF through the Interreg Spain-Portugal Cross-border Cooperation Programme (POCTEP) 2014-2020, which will present its results on 16 December 2021, from 9:30 to 15 hours with the participation of DG European Funds of the Ministry of Finance and Public Service of Spain,

The final event of the project, entitled 'Current and future challenges of the Integrr@tención ecosystem: Technologies, rural areas and new human-centred care models', will be held in person in Zamora and also online.

Open call for projects. New Instrument for Interregional Investment in Innovation

The European Commission has opened the first calls for projects for the new Instrument for Interregional Investment in Innovation (I3), the deadline for submitting applications is 23 November 2021 to 01 February 2022.

The Finnova Foundation with the CILIFO project winner at the European Awards for Business Promotion (EEPA) 2021

Last Tuesday, 16 November 2021, the 15th edition European Enterprise Promotion and Small and Mid-Caps Awards was awarded in Portoroz, Slovenia.

The European Enterprise Promotion Awards (EEPA) recognise initiatives identified as best business promotion practices in various areas, depending on their contribution to the economic development and employment of the regions.

The European Commission, in collaboration with the Committee of the Regions, has awarded the CILIFO project and the efforts of the Finnova Foundation to implement the “Firefighting Open Innovation Lab – CILIFO” (COM-CILIFO). The winning proposal of the Finnova Foundation has been the launch of the first global accelerator/incubator focused on preventing and extinguishing forest fires and adapting and mitigating climate change. This initiative is part of the CILIFO project, led by the Junta de Andalucía, Ministry of Agriculture, Livestock, Fisheries and Sustainable Development, and financed by the Interreg POCTEP programme (2014-2020).

Convening of the INTERREG MED programme 2014-2020.

The objective of this call is the financing of a Carbon Footprint Compensation project to develop a methodology and an instrument for the calculation of the carbon footprint of MED projects, support in decision-making to limit greenhouse gas emissions and the promotion of good practices in carbon offsetting.

The indicative financial allocation for this call is EUR 500,000 (ERDF + IPA + national contribution). This call will finance a single project, but depending on the availability of funds at the selection stage and the quality of the proposals, a second project may be approved.

INTERREG VA SPAIN-PORTUGAL (POCTEP) Online Financial Seminar for Drivers of the Second and Third Calls for Projects.

The Directorate-General for European Funds of the Ministry of Finance and the Joint Secretariat of POCTEP organise a Financial Seminar for Controllers of the Second and Third Calls for Projects of the Interreg VA Spain-Portugal Programme (POCTEP).

The Seminar is aimed at the first level controllers appointed by the Directorate-General for European Funds for the projects approved in the second and third calls, in order to report on the requirements relating to the technical and financial management of the projects and the first level control system under the INTERREG VA SPAIN-PORTUGAL (POCTEP) programme 2014-2020.

The provisional agenda shall be as follows:

• Amendment of the POCTEP Eligibility Rules.

• Information, communication and visibility.

• Frequent errors in first-level control.

• Second-level control.

• Doubts and questions.

It will take place online on 23 March 2021, from 12:00 to 14:30 hours and participation will be free of charge.

The fifth call for proposals for the INTERREG MED programme 2014-2020 is open, aimed at modular projects (restricted to transfer and cross-cutting actions) of finalised projects of the programme, with an indicative financial envelope of EUR 4.6 million (ERDF + IPA + national co-financing).

This call is aimed at closed projects of the Interreg MED programme not included in the call launched last October 2020.

Este seminario tiene por finalidad informar sobre el circuito financiero de gastos y el sistema de control en el marco del Programa. 


Este Seminario está dirigido a los organismos participantes en proyectos aprobados de la primera convocatoria, así como a los controladores que han sido previamente autorizados.
