Who we are

The Directorate General of the Plan and the Recovery Mechanism and Resilience is the governing body of the Ministry of Finance which, under the responsibility of the General Secretariat of European Funds, develops and implements all policies relating to the Recovery and Resilience Mechanism  approved by the European Union, as well as those relating to the National Plan that develops it. José Ángel Alonso Jiménez is the Director General of the General Directorate of the Plan and the Recovery and Resilience Mechanism.

The Directorate-General for the Plan and the Recovery and Resilience Mechanism consists of four Directorates-General.

Subdirectorate General of Programming of the National Recovery Plan

Assistant Director-General: Miguel Antonio Gayoso Díaz

  • The National Recovery Plan Programming Branch provides technical support to the Ministries, Autonomous Communities, Local Entities and other entities involved in the development of the Plan.
  • The Programming Branch also participates in the development of evaluations and monitors the progress made in relation to the Plan ' s milestones and objectives.
  • It also contributes to the definition of the position of the Ministry of Finance and Public Service with the European Commission, as well as with other institutions related to the Regulation of the Recovery and Resilience Mechanism.
Subdirectorate General of Management of the National Recovery Plan

Subdirector General: Mª José Martíne Conesa         

The General Subdirectorate for the Management of the National Recovery Plan is responsible, inter alia, for the following functions:

  • The monitoring of the milestones and objectives to which Spain has committed itself and which are contained in the annex to the Implementing Decision of the Council of the European Union regarding the approval of the evaluation of the plan of Recovery, Transformation and Resilience of Spain of July 13, 2021.
  • The monitoring, preparation and referral of reports corresponding to the comprehensive scorecard of commands.
  • In addition, the Subdirectorate General elaborates the proposals of reports foreseen in the regulatory regulations of the Mechanism of Recovery and Resilience.

    Assistant Director-General: Celia María Martínez Jarabo

    The Sub-Directorate General for Monitoring and Controlling Achievement of Milestones and Objectives has essentially the following functions:

    • Respond to the follow-up and monitoring of milestones and objectives of the Recovery, Transformation and Resilience Plan (PRTR) assigned to the General Direction of the Plan and the Recovery and Resilience Mechanism within the framework of Royal Decree 682/2021, of 3 August.
    • Follow-up of the obligations established in the European regulations governing the Recovery and Resilience Mechanism; mainly, avoid conflicts of interest, fraud or double financing, as well as compliance with the tagging green and digital established in the PRTR, of the do not significant harm, being empowered to collect from the decision-making and executing entities such additional information that it considers appropriate for this purpose.
    • During the monitoring, to detect possible deviations that may arise between what is initially planned and what is actually executed, collecting for this purpose progress information that allows a swift and effective preventive action.
    • Make an assessment of the corrective measures that are proposed to comply, in time and form, with the milestones and objectives that are part of the Council Implementation Decision (CID).
    • Work of coordination with the General Intervention of the State Administration (IGAE), being continuously informed of the controls that this body, in its capacity as Control Authority, carries out.
    • It is also responsible for the elaboration of the proposals of the management declarations and of the requests for payment, both on a biannual basis.
    • Assistant Director-General: Alfredo Luis Díaz Peña

      • The main function of this Sub-directorate General is to request from the European Commission, once the milestones and objectives set out in the Council's implementing decision have been met and no more than twice a year, the payments resulting from the execution of the Plan.
      • In addition, the Sub-directorate General for Payment Applications carries out the monitoring of the budgetary execution linked to the Plan.
