The
Directorate General of the Plan and the Recovery Mechanism and Resilience is the governing body of the Ministry of Finance which, under the responsibility of the
General Secretariat of European Funds, develops and implements all policies relating to the Recovery and Resilience Mechanism approved by the European Union, as well as those relating to the National Plan that develops it.

Subdirectorate General of Programming of the National Recovery Plan
Assistant Director-General: Miguel Antonio Gayoso Díaz
- The National Recovery Plan Programming Branch provides technical support to the Ministries, Autonomous Communities, Local Entities and other entities involved in the development of the Plan.
- The Programming Branch also participates in the development of evaluations and monitors the progress made in relation to the Plan ' s milestones and objectives.
- It also contributes to the definition of the position of the Ministry of Finance and Public Service with the European Commission, as well as with other institutions related to the Regulation of the Recovery and Resilience Mechanism.

The General Subdirectorate for the Management of the National Recovery Plan is responsible, inter alia, for the following functions:
