Functions

Shall perform the functions set out in the following paragraphs:

• Monitoring for information purposes and, where appropriate, reporting to the Commission, of any of the obligations established in the European regulations governing the Recovery and Resilience Mechanism in relation to the expenses associated with the implementation of the Recovery, Transformation and Resilience Plan, including those referring to the treatment of possible expenses affected by regulatory breaches, conflict of interest, fraud or double financing. For this purpose, it shall be empowered to obtain the necessary information from any body or entity responsible for taking the relevant measures or carrying out the required controls.
• The proposal of the necessary corrective measures to ensure the proper functioning of the management and control system of the Recovery and Resilience Facility.
• The proposal of legislative development and regulation related to the management and control of the Recovery and Resilience Facility.
• Any supervisory or verification tasks that may be entrusted by the European Commission to the responsible Authority.
• Coordination with IGAE in order to have continuous knowledge of the controls carried out by IGAE.
• The proposal of any guidelines that may be necessary for the implementation of the plan.

And those which, by virtue of its competencies, apply to it in the following paragraphs:

• The monitoring of these milestones and objectives of the plan.
• Monitoring progress with respect to the milestones and targets of the Plan.
• Preparation of proposals for management declarations and requests for payment of the financial contribution and, where appropriate, the loan tranche provided for therein. All of this, on the basis of the results of the checks carried out by IGAE under the terms and conditions provided for in the regulations governing the Recovery and Resilience Facility.
• Monitoring for information purposes and, where appropriate, reporting to the Commission, of any of the obligations established in the European regulations governing the Recovery and Resilience Mechanism in relation to the expenses associated with the implementation of the Recovery, Transformation and Resilience Plan, including those referring to the treatment of possible expenses affected by regulatory breaches, conflict of interest, fraud or double financing. For this purpose, it shall be empowered to obtain the necessary information from any body or entity responsible for taking the relevant measures or carrying out the required controls.
• The proposal for the legislative development and regulation related to the management and management of the transfers and loans received from the Recovery and Resilience Mechanism, as well as the elaboration of the rules for the adequacy of the contributions to the Recovery, Transformation and Resilience Plan that may need to be established where appropriate.
